Officers attended the addresses after six similar offences were committed against Surrey residents when people acting as bank employees or police officers contacted them by phone and obtained personal details after claiming fraud had been committed on their account.
Money was then taken from each of the accounts totalling to several thousand pounds.
All of the offences occurred in the North Surrey area since Thursday, 28 March and include areas such as Shepperton, Ottershaw,Chertsey and Addlestone.
The men both aged 20 from London were arrested on suspicion of conspiracy to commit theft and fraud and have been released on police bail until Thursday, 26 September while the investigation continues.
Officers are reminding residents that pin numbers should never be disclosed to anyone and if you feel your account has been compromised in any way you should contact your bank immediately.
